Why has the federal government NOT done an annual audit of Planned Parenthood since 2007?

In response to a Freedom of Information Act request by the news and information website The Stream, federal funding for fetal tissue for research at the National Institute of Health has increased from $19 million in 1999 to $77 million last year. But the White House has not done an audit to determine whether or not any of that funding has gone to the buying of baby body parts. According to an investigation by The Stream, it HAS – and that information was revealed in yesterdays House Oversight Committee hearing.
